For example, when there are two cities that focus on cultural production at the expense of agriculture, it can be dangerous to attack another one without first sending a spy. It would be a shame to plunge the entire empire into famine by conquering a new city consuming the few rations still available.

But this organization can also simplify things sometimes. Thus, cultural conversion is managed at the regional level, which can be the cause of a slight buffering effect on public order after a conquest. Similarly, once a region is fully controlled, it is possible to set up an edict granting various productivity benefits in a given area, public order or population growth. Note that this last point is essential to develop a city since a building can only be built when certain population thresholds are reached. In short, the management aspect already seems a little more complete than in the first Rome: Total War while being easier to understand. Add to that the return of the famous post-battle choice to execute, release or enslave captives (which gives a bonus of productivity, but a penalty on public order) and you want to brainstorm .

And that’s not all ! Military management has indeed been completely revised too. There is no more army without a general. The troops are recruited by one man and then remain faithful thereafter. Do not plan to cross half of the map to troops supposed to strengthen an army in difficulty, it’s impossible. However, we do not lose maneuverability as the armies can now go to sea in a flash. Just click on the water for the units to board shipping ships, much like in a Civilization. But beware, although powerful, these boats do not really make the weight in front of ships equipped for the war. It is becoming increasingly important to create escorts without which it would be easy to lose a complete armada at sea. And since we speak of armies, note that these can now benefit from military traditions (artillery experts, hand-to-hand, etc.) that are preserved over the centuries. Thus, even after a big defeat, it is possible to completely reform a legion without losing its benefits. Finally, this system is more flexible than in the past, which is not displeasing to us.

As you will have understood, the generals are of special importance. They weigh indeed on the politics of the faction and can as such give you advantages. Indeed, the more a character has gravitas, the better he improves your Imperium. This index represents your weight within the faction and allows the recruitment of more armies and agents, but also the establishment of more edicts. It is therefore important to raise the members of his family as a priority (by making them do more battles for example), and to discredit others by running rumors or outright killing them. You will lose generals, but avoid a civil war. Explained like this, this concept may seem very nice, but in fact, we are often forced to wait for a random event for real changes to be made. The policy therefore unfortunately goes a little in the background.
